
Short answer: the industry's impact is large and well documented, and the single statistic used to communicate it for a decade was never real. "Fashion is the second most polluting industry after oil" has no study behind it. The report it was attached to was withdrawn, and the institute that put it in a press release has spent years walking it back.
This matters more than a pedantic correction, because the numbers that are sourced are strong enough on their own, and building the case on a fabricated one made the whole argument easy to dismiss.
The claim that was not real
The "second most polluting industry" line cannot be traced to any peer-reviewed analysis. Nobody has ranked global industries by pollution in a way that would let you make the statement, because the supply chains are too fragmented and the data too sparse to support that kind of league table.
The head of the Sustainable Apparel Coalition put it plainly: the report the claim was associated with was pulled by its own authors, and the Danish Fashion Institute has been trying to retract it since using it by accident. A Vox investigation of the dozen most-repeated fashion statistics found that one of them rested on science, data collection or peer review.
So the correct answer to "is fashion the second most polluting industry" is: nobody knows its rank, and anyone who tells you otherwise is repeating a withdrawn press release.
What is actually measured
Niinimäki and colleagues published the most-cited peer-reviewed synthesis of this question in Nature Reviews Earth & Environment. These are their figures.

Two rows deserve reading twice.
The 8–10% emissions figure carries a warning from the authors themselves. They cite it and immediately note that "the scope and method of this estimate are unclear." It is the best available number and it is not a precise one. A more conservative estimate in the same paper puts it at 4.0 Gt CO₂-equivalent in 2016, or 8.1% of global emissions. Anyone quoting 10% as settled is over-reading the source.
The microfibre row is the one that changes behaviour. Roughly a third of primary microplastic entering the ocean comes from textiles, and most of that is shed in domestic washing machines rather than in factories. That is the rare case where the impact is downstream of you rather than upstream.
Of 150 billion garments produced globally in 2012, almost 60% were discarded within years of production.

Why recycling is not the answer here either
Under 1% of clothing is recycled into comparable clothing. Only about 15% of post-consumer textile waste was collected separately for recycling at all.
The reason is material. Most garments are blends: polyester with elastane, cotton with polyester, plus dyes, coatings and trims. Separating fibres in a blend at commercial scale is an unsolved problem, and a blended garment is effectively a permanent object. The "recycled" label on a new garment usually means recycled bottles spun into polyester, which is a different process entirely and cannot be repeated.
This is the same structural finding as in our piece on why recycling plastic mostly does not work: the collection symbol exists, the downstream process largely does not, and the effort belongs earlier in the chain.
What the labels on "sustainable" clothing mean
Almost nothing is regulated here, which makes the vocabulary worth decoding before it costs you money.

The pattern: the claims with a certification body behind them address a specific input, usually the fibre. The claims without one address a feeling. Neither addresses the variable that dominates a garment's footprint, which is how many times you wear it.
A useful test before buying anything marketed on sustainability: ask what the claim is actually verified against, and whether it says anything about durability. Most do not.
The washing machine is the part you control
The microfibre figure is the one place in this whole subject where the impact happens in your home rather than in a factory, which makes it the one you can act on directly.
Synthetic textiles shed fibres every wash. Those fibres are too small for most wastewater treatment to capture and are a leading source of primary microplastic entering waterways. The variables that matter, in order:
Wash less often. The single largest reduction, and the one most people resist. Most clothing is washed on a schedule rather than when soiled. Airing, spot-cleaning and simply wearing things twice removes whole wash cycles.
Wash full loads. More fabric-on-fabric contact per garment sounds worse but is not: what drives shedding is water volume relative to fabric. A full drum sheds less per garment than a half-empty one.
Wash cooler and shorter. Lower temperature and shorter agitation reduce fibre release and use less energy at the same time.
Skip the tumble dryer. Drying sheds fibres too, and it is the most energy-intensive step in a garment's use phase by a wide margin.
A filter bag or in-line filter helps and is the least important item on this list. Reducing the number of washes beats filtering the washes you still do.
Note that natural fibres shed too. The difference is that cotton and wool fibres biodegrade on timescales that polyester does not, which is the same argument as the composition label above.
What actually reduces the impact
Ordered by effect, which is not the order these appear in most guides.
1. Own fewer garments and keep them longer. Nothing else on this list is close. The production stages, fibre through finishing, dominate a garment's footprint, so extending a garment's life divides that footprint across more wears. This is why the most effective wardrobe is a boring one.
2. Buy second-hand. The production impact is already spent. This is the only route to new-to-you clothing with a near-zero marginal footprint.
3. Wash less, cooler, and fuller. Directly targets the microfibre row and the use-phase energy. Most clothing is washed more often than soil requires, out of habit rather than need.
4. Prefer single-fibre garments when you do buy. 100% cotton or 100% wool can eventually be recycled or will biodegrade. A cotton-polyester-elastane blend cannot and will not. Check the composition label; it takes five seconds and it determines the garment's entire end of life.
5. Repair the cheap failures. A seam, a button, a small hole. These account for a large share of garments discarded while still wearable.
6. Do not buy a "sustainable" version of something you do not need. A new organic cotton t-shirt has a larger footprint than the t-shirt you already own. This is the trap the industry's own marketing sets, and the one most likely to make you feel you have acted while increasing the total.
The honest summary
The measured figures are serious: production has roughly doubled since 2000, the industry accounts for something in the high single digits of global emissions, it is a leading source of ocean microplastics, and under 1% of what it makes comes back as clothing.
You do not need a withdrawn statistic to make that case, and using one made the whole argument weaker than the evidence warranted. The most effective response is also the least marketable one, which is why it is not the one you usually read: buy less, keep it longer, wash it less.
